It's like +7 on block IIRC. I don't know much about countering it but I do believe it's not fast enough to frame trap a 10f jab counter - provided they follow up with the same mid kick.
This is something you'll just have to lab.
From what I've picked up on though, it seems you just have to block that dive kick and block the next follow-up jab hits (or any other move) and then find that gap to counter on.
Depending on how fast you do it, Eliza will divekick at different heights. The lower she hits you, the more plus frames she gets. It's a nice pressure tool but I've never seen it looped like that as it's annyoing to do and can certainly be interrupted somehow. My Eliza is hardly good, though, but even Chanel uses it moslty in combos and sometimes in neutral for plus frames.
What you need to know is that if the instant divekick hits, stuff like 1~f,d,d/f2 is guaranteed, so watch out.
If it's just the d1~qcb4 loop lower-level Eliza's like to abuse, just parry the d1.
I've been stomped by different ranked Elizas, the lowest was Vindicator. Everyone did the same thing as soon as they found it worked, just Dive Kick into oblivion at the wall. It's a bit like Junkyard with Law I think. People just go crazy with that when they see it hits. I figured there was quite a bit of guaranteed stuff after that, finding the gap is not that easy.
