Have you tried (re-)mapping it?
You can either use Steam for that or a 3rd party software like XPadder or JoyToKey.
What if you try it with your keyboard?
I'll try the remapping tip you suggested, might luck out
Edit: To specify, it seems like up and down are the only inputs not functioning. From the main menu, I can enter the story mode, show news, and even move left and right when looking through chapters. but Up and Down exclusively don't work.
Edit 2: alright I discovered something strange.
I went into story mode because I was able to without navigating up and down the menu, and when a fight started, my character began jumpin non-stop, but holding down kept him in a neutral positioning.
I think every button works on my D-Pad but for some reason, I am constantly holding up.
That's my theory anyway.
(But Left analog stick does not work)
If it does not work, I'd suggest to disable Steam Input for this game.
It is not necessary, but it could add issue and some input delay.
Keyboard usually works without any issue.
