Both controllers register as player 1. No player 2.
Not sure how to fix this, there's not much online about it. I have two steam controllers, and on the VS selection screen, the game considers both of the controllers to be player 1. both controllers are on, and all the buttons are registering fine on both. but when i hit the start button to click in as player 2 on the second controller, nothing happens. In other words, the game believes both controllers are player 1. I'm sure others have run into this issue as well?

i had an issue like this in the past. turns out it was on steams end. disabling any of the controller configs in the steam settings and letting tekken 7 just pick up the x-input worked for me

steam>settings>controller>general controller settings > dont have any of the boxes checked

What I experience is weirder.

I got my controller already pluged in with custom button assignments. When I plug in a second one, which should normally be 2P, it takes over the 1P with all button assignments etc. Turns my original controller into a blank potato.

This is truly stupid.

yeah it's hella frustrating. I just have no idea what to do. it's obviously a software issue, something with the game itself. i play MvC3 and other fighting games without problems with both controllers in versus.

thanks! problem solved. while i didnt have anything checked off, i was using some user's custom Steam Controller settings. I switched it back to the default/recommended, and all good now!

I'm having this exact same issue (only with Tekken 7) using vjoy (set up correct) and x360ce (set up correct). Did anyone find out what causes this and is there a more permanent fix? It just started happening out of the blue, it was working fine for this entire year. There is no player 2 (press start) at vs screen... and no player 2 showing up for button map or controller settings. Player 1 controller controls Player 2.

All my Big Picture gamepad settings have been turned off. Any help is appreciated!

After trying to find a solution for playing tekken 7 with a controller and fighting stick in vs. mode for a while and trying alot of things without them working i kinda found the (silly) solution,

Solution:
It seems steams regards the game differently when you open it with the controller through big picture mode and if you open the game through desktop mode, openning through big picture mode hitting the PS button on my ds4 controller opens the in game steam configuration window, through there clicking on "controller options"-> (new option)"Rearrange contoller order",
in this window you would see both your contoller and you have the option to move the controller to a different player input.

i think i got it. in VS Battle, when it ask you to "Press Start Button on your Computer"
Press the start button on both controllers at the same time. hope this helps you guys too
