Report a translation problem
I had a similar issue with a Brooks universal board.
This is how I fixed the issue:
I had to carefully, one by one, disable all of my USB controllers and devices (until I could find my keyboard and mouse) once I knew which were my mouse and keyboard, I uninstalled all of the remaining USB controllers and then promptly restarted the machine. I co tinued to keep the fightstick plugged in. Windows 10 will automatically reinstall any missing drivers on startup. Now simply start tekken and see if it fixes the issues.
Another option is to make sure steam controller in big picture is disabled. Sometimes that messes stuff up too. There is also a USB enumerator that may be causing your issue. That can also be disabled in the device manager.
IF windows is trying to install multiple devices for the Qanba, make sure there isnt a button you need to hold when you plug it in. (Many universal fightsticks have this) This way, it will hopefully only install the one driver you need. (Remember tou may need to hold that button everytime you plug the stick in)
