Also, any game worth its salt plans for these features for the base game rather than "extras" added later (still devil's advocate). For example, continuing with DoA as an example, it has a comprehensive tutorial covering all the game mechanics, Command Training, Combo Challenge as well as a Practice Mode to learn the game. All in the base game
DLC are supposed extra goodies that you don't have to necessarily care about, for example all the characters added so far as dlc, or bowling and so on. Frame data on the other hand is crucial information that basically every player would want to know, since after all let's be honest, there aren't many tekken players that never searched to find frame data, either for their own character or some hard matchup they would like to know about.
It's not like Tekken 7 hasn't made enough money already, it's literally one of the most succesful fighting games out there right now. But anyways the decision seems to be set on stone at this point by Namco, so other than complain about this being kinda ♥♥♥♥♥♥♥♥ there isn't much to do. At least we'll still have TekkenBot.
So it doesn't make sense, in the sense that this is not the behavior you want to follow if you want to have a good relationship with your fans. And it doesn't make sense, because once again this is vital information everyone needs, not extra stuff that you could get if you have some extra cash you don't mind spending. From a purely commercial point of view, sure, it makes 100% sense and we should also add more 11 more dlc, maybe lock some existing stuff behind paywalls too, lol.
It's not the end of the world, but kind of a ♥♥♥♥ move still.
Like I said before, when will you idiots realize that games nowadays is business, not games?
This DLC is not vital, because it's not been in a Tekken game ever, until now. On the other hand, these trivial bonus DLC characters you mention, are actually integral to playing the game, because if you don't have them you will never be able to lab them. You could always look frames up but you can never practice a character without having them and that is essential to go far
Saying that it's not vital because it hasn't been in any previous Tekken however is not an argument. Why would it matter? The point is that people who have this dlc will be more informed and\or more easily informed than everyone else, and will hence be performing better.
That being said I actually do agree that the fact that the DLC characters can't be used in training mode is pretty stupid too. I just personally don't think it's as annoying as this.
