FUFT (face up feet toward, which is notation not many people use anymore) wakeup 4 is -12, wakeup 3 is not launch punishable, but probably around -14
FDFT (face down feet toward) mid kick is the same, but the low from this position is launch punishable
Same for FUFA (face up feet away)
FDFA has a new low getup kick that I haven't looked into because that situation is kinda rare, but it can't be good
Toe kick is launch punishable on block
WR 1+2 can be up to +10 on block depending on how deep its blocked
Spring kick can be safe or launch punishable depending on how deep its blocked
generic D+4 is -2 on hit I think, and -15 on block
U+2 slap thing is not good at all, it's like -14 on block and does nothing even on counterhit
It takes 6 frames to start a step
I'm not 100% sure on everything but that's what I've been going off for a long time
also there is the smaller spring kick which is always safe on block I think. Not sure now.
And some chars like King or Eddy have a spring kick that ends in backturned state - those are always launch punishable.
And there is the forward ground roll into 1+2 (similar to WR1+2) which is usually +1 or something on block. And chars like Claudio, Yoshi or Paul have slower version that however guarantees jab which launches the opponent for a float combo.
