It's not a perfect list, I could name several flaws and all chars are tournament legit, but I would say this is the best ranking we can find online.

If you want to know what the general feeling in the pro/upper-level community is like, the current tier list is some variation on the following:
Top-tier: Geese, Kazumi, Steve, DVJ, Law, Jin, probably Akuma
Bottom-tier: Gigas, Lars, Bears
Middle-tier: Everyone else.
But really, not only is the game incredibly balanced but tier lists go completely out the window at everything below pro-level play. Among intermediate players online, certain characters are just going to steamroll the competition due to either ease-of-use or the fact that they require unintuitive methods to counteract - even if they technically aren't top-tier.
his dss transitions are also way easier with keyboard than with pad if you are used it.
i have a friend who mains bryan and law with keyboard and damn his input and combos are crazy.
