She, and all other legacy characters have official Tekken 7 bios but they don't appear in Story because Bandai Namco are lazy/don't care.

the current business model since tekken 7 follows the 80/20 rule where 80% of your income comes from the 20% top regular customers of your business. and hence they also cater to them. these customers for tekken are the veterans who wish to play competitively every game, and every game season. and this is what you get.
We know that there isn't story for DLC characters in this one (which is fine; plenty of fighting games do that), but, what about the next game? Will they pretend the bios for DLC characters didn't happen, and continue from Tekken 6 or recap the story (explained in their bios) and continue from there? Tons of possibilities, no?
