Because she is a girl. The original Tekken 6 japanese bio for Leo in the arcades referenced the character as a girl. Namco latched on the the discussion and controversy and are poking somewhat fun out of the whole "gender fluid" thing.
Don't be surprised in tekken 8 when the goes back to being referenced as she again

Tbh, I don't think it's the SJWs in this case. I doubt Namco cares much what some braindead leftists abroad think about their game. (Unlike Western companies, who often practice cowardly appeasement)
But you shouln't assume this is irony. It can only seem like an irony if you've been completely isolated an haven't observed the cultural trends of the last 5 years in every Western country.
