Ok, here are my thoughts:

f,2,1,4 – Changed the move to send the opponent spinning when it lands as a counter hit.
Her combo filler. This will now give her a combo on CH, but it's still a very predictable string and easy to block.

f,1+2 – Increased the lower range of the attack.
Her shoulder punisher. This seems like a nice buff, but only usable in very specific situations.

f,3+4 – Shortened the recovery time by 3 frames.
f,3+4,d,1+2 – Shortened the recovery time by 2 frames.
The salto that's the startup to her upward bicycle kicks. Those kicks were already buffed in season 2 but I never found much use for it. As you can see here, she can do the salto into AOP and shortening the recovery time on these moves should make this more viable.

d/f,【2,1】 – Shortened the recovery time after the move hits by 2 frames.
Her main launcher. This one seems pretty huge tbh. I think she might be able to get a more powerful combo from this now.

d/b,3
Back toward enemy d/b,4 – Changed the opponent’s behavior when the move lands as a counter hit.

This is the sliding low kick that doesn't any damage and is used to gain the momentum. Right now it's exactly the same on normal hit and counter hit, so this sounds like it's going to be a useful buff.

While rising 1 – Changed the damage from 12 to 10.
– Changed the attack startup from frame 11 to frame 13.
– Increased the range of the attack.
While rising 1,4 – New move.

So her new move is an extention to her WS1, from the video it's clear that it's a spinning kick wich wall bounces. She does pay a price for this with a slower startup frame though. I found WS1 very useful to shut down pressure and I think with it being slower now, this might cause problems. However this should seriously improve her pressure at the wall. It's a less defense, more offense kind of change.

While rising 3 – Changed the opponent’s behavior when the move lands as a counter hit.
Right now this launches on counterhit, so this smells like a major nerf. Personally I never relied on this move a lot so I'm cool with it.

While rising 4 – Changed the opponent’s behavior when hit while downed.
We'll have to wait and see.

During sidestep 3,d,1+2 – Fixed an issue in which the damage of this move differed from “During sidestep 3” after inputting up to “d,1+2”.
Her snake edge move. Like you I never used it into AOP since this would reduce her combo damage from this move. It's good that it's fixed but won't change much at all.

Back toward enemy 1,4 – Changed the move to send the opponent spinning when it lands as a counter hit.
Huge buff. Raindance stance 1 already launches on counter hit and now the extention will too.

Back toward enemy 3 – Enabled the move to cause a wall bound if it hits.
Nice buff, this move often catches people of guard and now it has wall combo potential.

Back toward enemy d,3,4 – Changed the move to send the opponent spinning when it lands as a counter hit.
Another big buff like Back toward enemy 1,4. Both her in combo tailspin moves are now more useful on their own.

During phoenix 1+2 – Changed the damage from 24 to 25.
Small but welcome buff.

All in all, her tracking moves seem to be buffed which is a good thing since Ling had issues with getting sidestepped. The buffs listed are nice but I don't think they will break her. The nerfs are not too bad, though I assume some Ling players who rely on WS3 a lot are not going to be happy with that (assuming I'm right and it will no longer launch)

Here are my thoughts: Ling can burn in hell.
I've just tried her out and I honestly feel more handicapped by the slower startup frames of WS1 than I feel enriched by the extra range and the extention of it, which puts her in RDS very close the opponent. And I haven't been able to make use of any of her new CH launchers yet. I'm happy to see that WS3 still launches though, it's even a bigger launch.

D/f2-1 doesn't give any other new route than 3... and I didn't find an improvement in oki so far when people refuse to tech and you try to force it with d/f2-1... might come though.

her new CH are on mid high strings (except d/b3) so not possible to use it in neutral.

I believe d/b3 will be useful against spammer using high crush moves... it does complement 4 and b+1.

Her i13 WS has several issues (in range and frames)

f+3+4 is still too slow, you can interrupt any follow up on reflex with a CH launcher... except f+3+4, 3+4 which is highly punishable especially when the last hit whiff... which is still the case most of the time.

WS4 is not a nerf and I am very happy with that. Will need more digging to find a good use of that flip.

BT 3 can get over 60 dmg at the wall which is good, will need to find reliable juggles with the different angles though

I will do a video about what I found/saw so far tomorrow to give more info about what I am saying here.

It's still a buff overall, but far from a devil ling :)

Drag however is scary!
