YouTube has some good primers on framedata. To start with, the fastest moves in the game are generally 10 frames. This means that if a move is anything less than -10 on block, the other player will always be able to block your response. If they are -10 but you use a move that 11f or higher, they'll be able to block it
Generally a move is considered launch punishable if it's -14 on block. If you have a 14f launching move, it'll launch the other person before they can recover. If you use a 17f launcher, they'll be able to block it. You gotta do the right ♥♥♥♥

It's not a launcher though. This crouch 2 launcher has - 12~-14frMes.when is it safe to use? On low block?.
Then there is df2 a basic launcher I think.
I play aLisa-_- I have over 750 wins, I never bothered to learn the frame rates.
It's just I was usurper rank and now I'm only vanguard since everyone is waiting for an opening to spam their launchers and aerial combos. No other attacks just aerials.
What you're looking to do is use a move with a certain number of startup frames if you block an attack and it has a lot of frame disadvantage. If you block a move which is -15 on block, you want to do a move that has 15 frames or less of startup
I think df+2 is generally 15f (at least it is for asuka). If you blocked say fengs f+3,4 (I believe that's the right string, it's one of his launchers), that move is -15 on block, so you can launch him with df+2 and get a combo
This seems really complex, but it just boils down to knowing the frames of certain moves. It's not really intense math or anything, you're just putting two numbers together
And try to learn the maximum safe moves others characters can do
The hopkick (u/f 4) of Alisa is op,only 15frames and you can punish,bait the opponent very easily with it (i main Alisa too)
Also,try to do a down jab (or better if you feel confident) for interrupt your opponent when he is harassing you with some high ( can work against mid poke too)

I feel like most Alisa players get a rank way higher than they should just because many people struggle with Alisa's moveset. Against Alisa you pretty much have to be good at blocking and punishing. Low attacks won't work since she flies over them with every attack people spam, med attacks won't work because she flies over them. Reacting to her attacks is harder because they look quite similar.
Once people start blocking that one move and launch punishing it, many Alisa players are done. They keep on spamming it, hoping it would hit. And the fact is that she's vulnerable to many counter attacks during flying if you know what to do.
Not saying that Alisa players are somehow worse, it's not their fault people don't know how to play against their character of choice. But with Alisa you don't have to learn all the things until people start to deal with your basic attacks. Kind of like how using Eddy means you don't really have to know how to block to get far, you can just spam some combos no normal person would memorise.
Usurper is still a respectable rank imho.
But I'd say it's a bit different with claudio, shaheen, katarina and paul. They are still more "traditional" and can all be defended against in kind of similar way. They all rely on close-combat combos more than alisa, at least until people start countering her dash/pushback moves.
And all of those keep their feet on the ground and stay in standing position a lot more than alisa or eddy. Well unless the player has some really funky playing style.
This is the normal way to play tekken. Tekken is an extremely defensive FG
If you don't leave yourself open, you don't get launched so much
