If you have this issue of joystick on a controller not working in Tekken7 menu you need to do the following. (this is usually with fightsticks or controllers that only have a single input for directions ie. they dont have dpad and joystick)
In game - goto the steam overlay
Click 'Controller Configuration'
In here you need to set the Left stick to be a dPad
1) click the left most box along the bottom
2) change the style of input to Direction Pad
3) Click the Dpad up box then click the Dpad up button on the simulated controller on the right (to set the new up button to dpad up)
4) repeat for the left, down and right buttons
This remaps your joystick into a dpad which will work with the menu and during fights to move your character.
Thanks heaps this worked like a charm! And for those who aren't familiar with Steam - to get to the steam overlay when you're in game, the shortcut is 'Shift + Tab' and you'll see the 'Controller Configuration' on the top right corner. (Make sure you have Big Picture mode closed too, otherwise it won't open this menu).
