Nothing, it just forces your next attack to have counter hit properties

1+2+3+4 is ki charge, which will make the next attack that hits a counterhit. its not typically all that useful, besides to test out CH launchers in practice/warmup or something. it can also do other things for some characters

it gives CH properties, you can't block when charget and your opponent can't block when charged
