How to install mods

Can any person be kind enough to teach me? I have found a mod but i dont know what i have to do, i downloaded a file but i dont know anything. Anyone?

So do i have to only put the .pak file in that folder? Also there's no Mods folder do i have to create it inside the Paks folder?

Yes. You have to create the folder ~mods. No caps, add the tilde. Put the pak in there. Done.
