I know I don't know nothing, which makes me smarter than you. You on the other hand think you know something but you don't.
Unfortunately, most physical PC games nowadays comes with the game code, a disc that only has a Steam setup.exe and (sometimes) a manual. You might want to check with Namco or @Harada_TEKKEN.
That being said electricity uses less resources than producing thousands of plastic boxes with a discs in them.
Unless we are talking about a very bad future where internet is also horribly limited and/or the US is in a World War and all international access is limited.
