I think the two safest bets when you definitely knocked down is to either roll away or stand up blocking.

d1 will side roll to the background
b will roll back
f will roll forward
Press nothing your char will keep lying down
If your opponent keep pressing you on wall, you will eventually slide to the left, roll back or d3 to hit back.

There is also an option to get up instantly by hitting a button as you hit the ground but I'm not sure what that is.
Some characters have grounded moves. Alisa has grounded 3+4, 1+2 which is the best move in the game. She just gets up using her rockets and launch herself forward like a javelin. It is hilarious.
This is untrue. 1 while lying let's you roll into the background, whereas u 1 let's you roll into the foreground.
But to answer your question there is no a single guaranteed safe way to wake up. (Except back roll if there's space behind you but even that is vulnerable to long range moves) If you do it fast you might wake up into a follow up, if you do it slow they can use moves that hit grounded, if you attack you might be blocked and punished, if you side roll they can use a homing move. You just have to take your risk.

if your char is face down it doesnt even need to be a counterhit to juggle.

Tshask is right - oftentimes if you just lie on the floor not doing anything you're safe from the biggest hitters in the game. Worst thing that happens is you eat a grounding move like Heihachi's stomp, but that's still better than a combo (or get ground-thrown by King, but he has to be right next to you to do it). Experiment with waiting for a moment (or until after your opponent has hit you while you're lying down, which should then give you time to get up) before standing up. Alternatively, train them not to approach you on the floor by using the handspring.
