I can run the game at Ultra at 60FPS at 1600x900 resolution but certain maps with a lot of particle effects will drop it down to 55 FPS.

This. Stage doesn't matter THAT much, this is the performance killer. Panda vs. Panda, Kuma vs. Kuma or Panda vs. Kuma.
I just did Kuma vs Panda on the Geo Map and I had no Drop on Performance.
Settings were all on Ultra at 1080p on GTX 1060 and I tested both having Dynamic Off/On and still no Drop on Performance. Pure Steady 60FPS.
Yes, a 1060 is good enough for Tekken 7, we already discussed that in that other topic. OP has a 960m and would like to know what a good stress test is.
