BUT, aside from that. if it's treated as a ps4 controller, launch steam with big picture mode, and it should be treated as a steam controller, yes? just use it like that.
I also have the hori ps4 tekken 7 stick. My PC runs windows 7 and i'm having the exact same problem. I tried big picture and every remapping software I could find (no luck). My computer also recognizes the stick as a RAP.N4 device but since the device is unknown, it dosent seem to be reading any inputs from it (the remapping software doesn't see the device either). Ive tried manually installing drivers for the device but that didnt work either, but i'm pretty sure that's just because I have no idea what i'm doing lol
yeah i saw a few things on reddit a few days after the launch and a lot of people were complaining why hori would release a stick saying it works one PC when there are no drivers that microsoft has to support it. So i guess for now there is nothing we can do until either they release support for it or we mod the stick ourselves lol which im probably going to do later on.
I once bought an afterglow xbox 360 controller and the drivers for windows would not work on that thing either. I eventually got it to work by manually selecting drivers through the device manager. The same solution (apparently) works for the PS4 arcade stick.

If you look at the box or the instruction booklet for the fightstick, it states that the device supports XInput on windows. If im not mistaken, Xinput is a standard for windows devices, much like the xbox one controller. I figured that the drivers for a 360 or xbox one controller would work, since they are both devices that support Xinput.
This should work, assuming that you have xbox one or xbox 360 drivers installed on your PC. I opend up my device manager and found the unknown device (RAP.N4). Rightclick on the device and select "Update Driver Software..." from the options in the new window, select "Browse my computer for driver software" more options should appear, but you want to choose "Let me pick from a list of device drivers on my computer" from here, you should be able to find the xbox controller drivers and install them. I personally tried lots of different drivers, but I think the microsoft "HID-compliant game controller" is the one that seems to make it happiest. although, the xbox drivers did make the device function ingame, exept it would only work in like, the LS mode (rather than the DP mode, which I would prefer)
But to really check to make sure this thing was working, we went "View Devices and Printers" to check the settings on the RAP.N4 device. If the fight stick is plugged in, it should still show as "RAP.N4" here. right click on it and select "Game Controller Settings" in the new window you should see settings for all the controllers installed on your PC, select the RAP.N4 and click the "Properties" button. It should open a window that shows you all the buttons and stuff. I used this to check and make sure that windows was recognising the different input mode switches on the fight stick. DP mode should effect the "Point of View Hat" which is the DPad on an xbox 360 controller (at least im pretty sure) and using the LS or RS modes should effect the crosshair and the X or Y Rotation values. I didnt need to calibrate the fight stick at all, but after messing with all of these settings and really jumping around with drivers, I opened up steam and the fightstick was recognised as an Xinput Device. I then opend up Tekken 7 and started playing with button mappings and it works just fine. in either, PS3 or PS4 mode.
Sorry for such a long post, but this is just what I did to make my fight stick work on Windows 7 (Finally!)

This is not working to me. All is ok till I arrived to the RAP.N4 point. When I got on "Properties" button, the fighting stick is neither recognised by Windows, nor by Steam. No solution, no post nowhere about it.
