The way I learnt was going into training mode. It has a moves list and sample combo video along with the time each button is pressed.

In 2017, Youtube is one of the best resources for fighting game information. You could watch tournament players use the character you're learning, or there are tons of videos detailing specific mechanics, how to do certain things, etc. You've got this! Besides, MOST fighting game tutorials don't actually go into detail on how to use specific characters anyway.
