Of course silly, tekken 7 main prirority goes to balance not gameplay experience. Horizon Zero is a campaign driven game and therefore there is a need to maintain an immersive experience. Its like comparing a truck and a car, they are both vehicle but they have usually have different aim and purposes. Afterall, tekken 7 does give you an option for pc to go up to 4k or higher if you do not think that the game is graphically sufficient for you. As a matter of fact, there is a reason why this game in pc version is 60gb in comparsion to injustice 2 which is 27ish gb. Probably high quality model that cant be fully utilize due to ps4 hardware limits. That.is.if.you.have.gtx1080.atleast.eksdee
I wont argue that Horizon Zero looks better because it probably does as stated by you, but tekken 7 isnt that far off either.
Do note that most gameplay out there are ps4 footage which are not even full hd 1080p but rather 900p due to a need to maintain a stable 60fps

Theres is definietly a noticable difference, i think a majority of people do not know the existance of this video, do crank up the video quality up to 4k if it's possible.

Despite not being the graphical powerhouse you could expect from the series in the PS1 and PS2 days, Tekken 7 still does look quite good though (just extremely uneven).
Actually you only need to look at Tekken Tag Tournament 2 to find better looking hair than Tekken 7.
Snow in TTT2 and Tekken 6 also left prints, in Tekken 7 it doesn't.
