I have used the right code, but I get caught by the police every time I try to open it. I use the right code 345, and there is no one spying outside of the building. Is this a bug, or is it something I havent done?

Yeah, I think it's some sort of bug (not the only one in the game actually.)
You have three tries or something like that, but the third(fourth?) is not even a real one because they caught you anyway, right code or not. You probably saved just before that.

Btw save often, there's a lot of deaths in the game, so it's a wise thing to do anyway. ;)
