I haven't tested it yet, but if it was it would probably be multiplicative not additive.
MP on gear/rings does not effect PVP. Only PVE. So if you have a lot of MP gear, it will destroy mobs, but it's useless against players. You should have MP gear for leveling, and HP gear for PKing. Back in the old-old days, mages were so OP, they had to restrict MP gear to mobs only.
Attack power is based on MP stats you possess when you level up, and your staff. The higher the AP damage, the higher your attack will be. Anything that adds an additional element (from staffs/rings) will increase your damage and element effect.
Element effect varies based on the element. Thunder = more stun chance, flame = more damage, Ice = more slow chance.
ROF does have flame damage, and I believe it still works for mages, however it doesn't effect other classes.
As to which is more important, you'll have to wait for a mage pro to answer.
You might want to ask Degano about this. I am pretty sure we had this discussion on the USKO forums. If I recall it was changed again and MP from accessories work in PVP.
I might be confused on the conversation it was about a year ago.
