I can not find where to make them. Help

Greetings Marlon.

In order to obtain Goblin Armor you'll have to visit [Blacksmith] Heppa which is located at Moradon castle, if you use the /town feature, go towards Healing Potions NPC and you should be able to locate it as it's nearby.

Or, hit "M" and on the right-end top you can select a mob/npc and it will show it to you on the map.
Simply select [Blacksmith] Heppa and you'll see its exact location.
