Is anyone having trouble with this game not starting on Win 8.1?

I'm using a laptop with a dual Intel/Nvidia video card and Windows 8.1, and this game just can't seem to draw to the screen - it flashes black then back to desktop until I kill it in task manager. Can anyone confirm that it actually runs on Windows 8.1? I'd like to sort this out.
