Edit:
Seriously though it's kind of hard to tell, I think Naomi is better on paper when people get more optimal, but it's Tenchi is a lot easier to play.
S- tier: Grey colors
F tier: Orange colors
Tenchi Tier: Tenchi
Tenchi has neutral advantage, Naomi has pressure, mixup, punish, and combo advantage. Though the neutral advantage may be extreme enough to keep the matchup even.
Edit: Also Tenchi has resource advantage since his space control builds meter, whereas Naomi must commit to neutral charge or get a confirm to charge. Charging vs Tenchi fireball zoning is risky and can result in letting Tenchi build his meter.
SS tier: Quinn. His assumed raw speed and power SHOULD make him rather viable in comp play.
S tier: Parker-his pure speed in sweeps, as well as dodges, and counters (according to https://www.kickstarter.com/projects/cardboardrobotgames/pocket-rumble-new-2d-fighting-game-for-pc-and-hand/posts/1446107 ), should make him a tricky character for comp play. Note that this is probably the closest one as parker is coming out next month, and there's a lot of info on him.
June- She is a teleporting zoner with abilities that sound super OP. enough said/ Rip Naiomi.
A tier:
Keiko: I may be a little bias because the character's style is based on jojo and P4A, and i LOVE me some JJBA. however, controlling two characters at once could lead to unbleleivable combos.
-Tenchi - because of his basic style, he is easy enough to play, and as such has more comp petential as people can handle him better. his perfect balance of moves, and chip damage fireball super only seals the deal
-Naiomi - yes i think naiomi is SLIGHTLY, note ONLY SLIGHTLY, worse than tenchi. she has crazy rushdown and combo potential with her "sweep", but the lack of any range means that if you dont keep close and take your opponent down FAST, moves like kick launcher, fireball, any of junes moves, etc, are going to come back to haunt you.
B tier:
Morgana- Forget she existed? i didn't. the spellcasting, card-wielding character is quite shrouded in mystery, but i have to put her a little bit lower than the middle due to the ace mechanic sounding hard to pull off in tourney play. (while he may show up in game, Geiger will not be put on the tier list because he wasn't funded)
Hector- Don't get me wrong, i really like hector! however, to me i think his lack of mobility options means that faster characters like Quinn and Naiomi are going to destroy hector in tourney play.
C Tier:
Subject 11. another character i REALLY like, is my lowest. Why? very simple- I dont think pocket rumble was made for grapplers. I'm sure many will figure out ways to win with him, but in a game so heavy on combos to deal damage, when all of your specials are command grabs, it just makes them feel like a very limited character.
Also, why does this thread exist? lol
It really doesn't matter when naomi can just rush punch in with really no capability of getting out, out of the two, she is easily the most broken one i think :/
Think of it as "Marvel balance"
If tench is about to get super you can just let it happen (if you think he'll commit) and stand FULL screen, then
1 jump fireball
2 charge
3 immediately block FB, take chip damage
4 jump 2 times till chip blinker runs out
5 land, get a 1 stock of EX Meter
6 repeat 1-5, or go in
If Tenchi keeps chucking fireballs I think you get free full EX fullscreen, even if he psychic Supers your EX Charge, you can immediately land > block/pillar to avoid chip.
