Report a translation problem
-You have to start both dashes perfectly, I mean the dash cancel and then the dash into 5C. You do it a few frames later and it's dropped.
-You have to deal with the fact that if you are holding forward Ragna will do 6C instead, very often. You have to TAP backward JUST before doing 5C because of that, the timing is ridiculous, honestly.
-Finally, it is very character specific and only works on the bigger characters like Azrael afaik, I never had it work on Jin for example.
It is so hard that you should just use something else, literally. If you have OD on before 22C, 214A > 214D is a better bet (very character specific again however and leads to hard followups only). On the other hand, you can 22C > OD cancel > dash 5C which is easier but costs a bit of OD time.
TL;DR : It's a very hard character specific combo that shouldn't really be used much expect for corner carry if you must but even then there are better options. OD combos are much better but OD cancelling 22C then dashing makes this combo slightly easier.
Edit: Also Rachel. So I'd assume it works on everyone.
Personally, the trickiest part of the whole thing while I was learning it was the exact distance I should dash after the dash cancel, too much - the enemy recovers, too little - you won't reach it. With enough practice though it isn't be that hard.

Why you can use it to do some serious Damage on edges.
Nah I mean, to make the character easier, instead of adding more frames to hit that 5c to make this character's more advanced combo routes a bit more easy and consistent overall, they removed one of the most damaging move in ragna's arsenal and replaced it with an ender, which lower's the learning curve even more, without lowering the skill ceiling ._.
