I have some "Meh" headphones, and I can hear it if my room is silent. You don't need it so loud it hurts your ears, make the jump scare surprise you yes, but not hurt your ears.
FNAF is and always has been a game to be played while wearing a headset. Playing with speakers is kind of cheating. I admittedly played with speakers on the other games, but I'm glad Scott added the breathing mechanic to sort of force people to wear a headset. The game is much more fun like this.
Perhaps you should look up a video of what the breathing sounds like so you know what to look for. It took me a few play throughs to hear it and be able to catch it every time. It's there. You just have to listen.
