Could very well be true. But I think he has spent far too much time in the spotlight to just be completely ignored on the final stretch. Very much like mangle.
By "spotlight" I mean unique attention. He's the most weirdly behaved, he is almost always ignored by in-game entities (such as the phone guy, like you mentioned), and him and mangle were the only ones from their generation of machines represented in a "burnt" state in FNAF 3, not including the puppet.
I just think that there must be an underlying reason why that is so.
