Spooky Scary Scale:
same as difficulty.
FNAF 2 is the perfect FNAF in my opinion. Nobody will agree with me on this but, I find the designs of Withered Chica and Withered Bonnie the scariest designs in the series, and dare I say, scarier than the Nightmare designs from FNAF 4. Something about Chica's eyes popping out, having no hands and arms stretched out straight across (or as I like to nickname them, Jesus arms), and her mouth broken scares the crap out of me. Similar things go for Withered Bonnie. He has no face (just those glowing eyes) and one arm. That's just creepy. Moving on to gameplay, having to multitask is difficult, but that is what makes the game scary for me. Plus, when/if I mess up, I literally don't see the jumpscares coming (only exception being if I see an animatronic right in front of me, but that in itself is scary as hell), and that's a really good factor in horror games like this. Overall, FNAF 2 is (and always will be, presuming FNAF 4 really is the last game) the perfect FNAF game and it's everything I could ever ask for in a sequel.
FNAF 4, though not as scary or difficult as FNAF 2, still does a really good job at being scary while being difficult. The game taking place in a house is already a very spooky factor. It does not help that I'm a house with very limited technology and I can't have a tablet or a security system because this game is set in the 80's (thank god I wasn't alive back then). Without technology, I have to depend on my hearing skills (and they aren't very good). Having to run to the door just to wait until I hear breathing is suspenseful, and if I mess up, jumpscares are there to ruin my night. The only thing keeping it from being the scariest is fearing Withered Chica and Bonnie in FNAF 2 (I still have nightmares about them >_<) and PLUSHTRAP IS A CUTIE!!!!
FNAF 3 is not that scary or that hard. In case you forgot or don't know, I am the person who wrote the Springtrap is my Senpai review for FNAF 3. The review is on my profile if you want to check it out. The only thing keeping this game from being at the rock bottom of my list is the fact the suspense comes after the Phantom jumpscares and while I'm fixing errors.
FNAF 1, when I first saw it, was scary. However, now I can breeze through the game with absolutely no suspense or screams. It's because once you learn a certain technique, the game becomes way too easy and not scary at all.
Edit, adding in TL;DR:
FNAF 2 is perfect due to having to multitask (very hard), mostly unpredictable jumpscares (predictable ones are scary too) and Withered Chica and Bonnie have the scariest designs of the series.
FNAF 4 has an spooky atmosphere and relying on hearing skills can be difficult at times. Only things keeping it from topping FNAF 2 are Withered Chica/Bonnie are scary and Plushtrap is cute.

Even without the 20 modes, I'd still probably have it in that order.
As for scarieness, I'd say the obvious one terrified me the most, and even now unlike the rest of the games in which's atmoshpere stops being creepy and the jumpscares become completely bareable. So, FNAF 4 would be first, but after that, I have no idea. I could re-arrange all the first games into a certain order for creepiness.
FNAF 1 was scary due to the darkness, not quite being able to see Freddy sometimes, running out of power and watching him jingle at the door, knowing you only have seconds left before that light goes out and your dead.
FNAF 2 was the most stressful. You went from 4 animatronics to deal with in the first game, up to 11 in the second. I found it very stressful and that ♥♥♥♥♥♥♥ Puppet will haunt you in your sleep.
FNAF 3 was terrifying due to it's overall atmosphere, and the knowledge that there was a crazy amount of jumpscares, and one could happen at any moment.
So, I'm not sure really for this list, but FNAF 4 was definitely the creepiest personally.
