Was Toy Chica's... Body type... Done as fan service or is there an actual reason in the lore?

I've always wondered if Scott made Toy Chica curvy as deliberate fan service or if there's a reason in the lore that she is so skinny and wearing underpants?

I always thought it was to reflect that time when America was pushing fitness and health and they thought the old Chica promoted poor eating or something, so they made her skinnier and made her bib say "Let's Party" as opposed to "Let's Eat".

Well, considering this was from the 80's,it was a popular time for "naughtiness" and all that. A kid-friendly pizza mascot, I don't know and don't really want to know.

My stock idea is that TC was made as an attempt to attract hormonal teens and pervy parents to the place. Which, of course, makes more money.

A lot of kids films, shows and the like have innuendos and hints in for parents, that the kids won't get. Wouldn't surprise me if Toy Chica was this. A fit, healthy individual for kids to look up to, and a wink wink nudge nudge at the parents. Tends to keep parents and teens more interested in taking their kids. Or maybe Scott founds people's love of chica too funny and had to try and make it 'real'
