He can manifest as a giant floating head.
The Puppet appears to be nothing more than a very tall sock puppet but it can apparently move at the speed of light and murder you regardless-it also has the ability to attach other souls to objects/animatronics.
I believe he was punished by the puppet for not participating in the birthday party plan; In FNAF2, one of the cut scenes shows him standing in front of Freddy, and it's the only instance we see of him standing until FNAF3. If standing implies power, it really sings to the presence of Fredbear in FNAF4, as he is always looming over Victim.
In FNAF3, we see Golden Freddy standing again, and this time, he walks and actually jump scares you without crashing the game. If I'm not mistaken, he also doesn't 'show himself' in the camera's before arriving, like Chica, The Puppet, and Balloon Boy do.
I think the puppet is strong, and important, but I think he's ultimately bound by behavior rather then a spiritual strength that Goldie possesses.
But if not I guess Golden Freddy.
1# The Puppet
The Puppet ( AKA Charile ) is a powerful animatronic that has the ability to uplift lost souls of innocent people ( like William's Victims. ) and help the souls of Afton's victims slay Afton himself. It can also survive just from it's mask. Not only that, but It also can take control of animatronics ( Like Lefty, which helps it Play a role in FNAF 6 as an antagonist. It will also play a role from the novel series that we might as well talk about right now...). It also plays a role in Fazbear Frights. It is a mysterious animatronic that helps our protagonist, Detective Larson, defeat Afton. How does it help Mr. Larson? Well, it literally tears apart Afton by controlling his amalgamation! Just like Lefty, the puppet controlled the amalgamation the same way... from the inside. That's it for the puppet...

2# Afton
Yes! the Man behind the Slaughter is back!!! He is considered Powerful for the three following reasons:
1. His Intelligence: He is a Skilled creator that created powerful creations like the Twisted Ones, the Nightmares and The Funtimes.
2. His immortality: Afton can't really be killed by age, despite being a decaying corpse. Also, he manages to escape in the weirdest way possible. From escaping from a burning building as Dark Springtrap to living in a Video game.
3. His Infection Powers (Fazbear Frights) : He still has the ability to infect anyone who comes in contact with him. This may be why Vanny is controlled by Glitchtrap, whom is him.
He also did attack Andrew from Fazbear Frights; the most-likely vengeful spirit in that universe. No one knows what happened to Andrew, but fans believe Afton absorbed him and his agony. either way, Afton right now is barely hanging on to life right now, especially after the painful blow he got from the Puppet. Turns out, he is not the strongest Animatronic after all...
3# The Vengeful spirit
As the Jerk that Probably love tormenting Afton in UCN ( who wouldn't? ), they plays a role in the FNAF lore and is a mystery to FNAF lore. For years, fans had been trying to solve the mystery of who was controlling Golden Freddy. There were three answers from what we learned so far...:
1. Cassidy: It is popularly believed that she is controlling Golden Freddy. It was first believed when Mattpat had solved a puzzle, resulting in the word "Cassidy". This was a hint that Cassidy could Be Golden Freddy after all. Then, it was believed after some hints in the series, like the fourth closet. However, I'm pretty sure she is rather not connected to Golden Freddy.
2. An unknown boy: As we see in the UCN, you rarely get to see the vengeful spirit's face on the Screen. The boy appears to have yellow hair. He also has a glowing face that appears to have a wicked smile. Despite being seen in UCN, there's not really as much appearances of a vengeful Yellow-haired Boy. It may just be the lighting.
3. Andrew
Obviously makes a good Vengeful spirit as he acts rude and aggressive toward others, and loves tormenting and scaring others. He also has strong hate toward Afton, his Murderer.
He also connected to Afton in the Hospital, where he probably tortured him, leading up to UCN. Overall, it may be him. However, the Novel series is a parallel universe that has a different canon from the original series. Sooooooooooo...
Either way, the Vengeful spirit is still a threat to anything that opposes them and still is one of the most powerful characters due to them being responsible for Phone guy's death and UCN.
Anyway, these 3 are the most Powerful Characters I know so far. So, I hope this Helps!
