Completely ignoring the fact that Mangle has another eye sitting next to it in its starting position in FNAF 2, giving us the total of three eyes, not two, and that there's also the question of how Mangle is holding the eye in its mask properly if it has no endoskeleton in it, Mangle has an endoskeleton inside it's mask. If you closely inside of the mask (inside the jaws to be precise) you can see that the mask has endoskeleton teeth, proving that there's an endoskeleton in it. That second head is just an extra head apart of the monstrosity.
Besides, that doesn't really get rid of the fact that Mangle has three legs.
It's Mangle, just in different skins. There is no other difference between these varieties outside of that. There is no deniability here, Mangle has three legs.
"If it looks like duck, quacks like a duck, acts like a duck, then it's a duck."
if we want to be tecnical we saw mangle that in its starting room stays with 5 parts of body at the ground to stand up xD
