When will the Halloween update be activated and when will it be over

There is no time restriction for the halloween update. You may play it at anytime. When you click the big PLAY button in your library, a window that lets you choose between the normal game and the Halloween Edition should come up.
If it does not show up then try checking betas to see if it's there.
If you still can't find it then unfortunately I have no solution. I say try to search for it in Google.
