Command and Conquer Generals/Zero Hour

Been trying for an hour or so getting Zero Hour to go into borderless fullscreen. Right now I have it windowed and in a widescreen resolution. (Via Command line)
I have tried letting the resolution go native.
All the settings in Borderless Gaming.
And setting all the windows related to the game. (Splash screen, loading screen, etc.) to windowed.
Is there something I am missing?
