Plenty of games can run that way just fine as long as the User applies the Refresh Rate to the OS Desktop first.

it runs the same refresh rate as whatever your desktop is. For me, 240hz fine

this is with the same version of this downloaded from github, why do they sell it here on steam and have it free there?

it's not up to the game, it's up to the refresh rate they set for their monitor.
borderless gaming just removes the border from the window and windowed mode refresh rate is determined by the value set for the monitor (via desktop or graphics driver app).

Okay there has been some of you guys hella clueless in here and I’ve gotten a few conflicting answers. Prior to this thread I thought any non full screen game was capped at 60 hz, I have a 144hz monitor and have not been able to find many games that work at 144 at windowed borderless. Yes my windows is set to 143.99 hz or whatever. I was asking if using this for games that don’t support 144 hz borderless will allow me to play in 144hz borderless.

I run most games in Borderless @ 165Hz even without this software. Games determine the refresh rate in the end. Cause while many old games might state the FPS is let's say 144, the game might internally be capped at 60.

To make most games use the higher refresh rates, just set OS Desktop to that first before launching games. Any widowed mode is going to use whatever refresh that your OS desktop is set to.

This is why games tend to grey out the refresh rate after picking a Windowed Mode. Because it will use the refresh rate set for your OS desktop.

fullscreen is capped at what seems to be 60Hz, windowed (which includes borderless) refresh rate is determined by what you set on desktop. just start the game in fullscreen and you will notice the flickering, then change to borderless or windowed and notice the flickering gone.

Only games capped at 60Hz are perhaps ones that have no in-game option to change the Refresh Rate when Full Screen is enabled. But yes usually easily over-come by setting OS Desktop to the refresh you wish to use for a Game, then load up game and switch it to Borderless Windowed.

I guess this is perhaps why many are confused and think Windowed Mode is capped to 60. Since when switched to this mode, the Refresh Rate option can't then be changed. This happens because it relies on what you have set at the OS Desktop level. Where as when in Full Screen mode, you usually can switch to the Refresh Rate in-game to whatever you want, based on what options are available via your TV or Monitor.

However it would be awful to have OS Desktop set to say 60Hz, and then load up a game that is set to Full Screen + 144Hz. As you will have varies issues along the way of running things this way. Game is much more likely to crash this way. And you will experience big delays should you need to ALT+TAB for whatever reason.

Borderless mode I won't have any ALT+TAB delays and I can use WINKEY shortcuts without the game minimizing and such.

I'm still confused about the game. This application has little to do with framecapping. If a game allowes 60 max then this app won't change that. If you modify the game files to go higher if it's some ♥♥♥♥♥♥ port (or new port like Elden Ring") then this app will allows the higher cap as well.

maybe i misunderstand you but i think you're confusing frame rate and refresh rate. refresh rate is how fast your monitor can display frames, while the frame rate is the number of frames your graphics card can send to your monitor.
the game both caps frame and refresh rate in fullscreen, but in windowed mode (&borderless, which is just windowed without the border), it can't cap the refresh rate because the refresh rate of a window is defined by the desktop refresh rate (and obviously the capabilities of your monitor). frame rate is still capped at 60 in windowed mode though, if not unlocked via mod or in the game itself.
