In your Steam library home, right click on the game title, select "Properties", then select "Local Files" and click on "verify integrity of game files". Steam will replace any missing or corrupted files. Should usually be the first thing you try if a game won't launch and/or you get get some sort of weird error popup.

Be careful, though, if you modded the game -- there's a good chance Steam will wipe the mods out and return you to a stock installation through this process, so you should probably have your steps documented so that you can reinstall them if it's ever necessary.
