There barely is any original content in the game yet, let alone anything to build downloadable content off of.
You are basically asking for a sequel to a movie while the first movie is still in the early days of production and filming.
Are you that caught up with the money making gimmick of DLC that you need it for every game you have?
As for the lag, they're working on it. Read the Dev Blogs.
The multiplayer is handled peer-to-peer. There are no "servers" that you connect to currently. You are playing off the connection to the other people in your world(or their world, depends on who is hosting the world).
..Even workshop items are dlc.
ex; the additional ending stuff to mass effect was free (never released on disk :( ), it also added multiple new parts during the campaign if such paths were chosen.
Would this be a DLC or an update ? As it is not manditory to have this for anythingelse within that game dlc library to work, but is important info for the main campaign to be more complete.. :D
The evidence on if DLC requires payment or not is on the store pages, a doesn't anymore thought than that to figure out.
