If you are not fine with the balancing find a InGame way around but manipulating files to get the result is cheating. (broccoli was a complete different thing)

lmaoooo no its not mdude. It's just people playing the game how they wnt to play the gme. gas does get pretty annoying
The developers did not stop you to build massive hulks of vehicles but they will use a ton of gas, so you will have a lot of oil gathering to do, which in the current state can indeed be a bit tedious. But so far with the machines I build they do what they need to do and they do not use a massive amount of gas so I do not need to gather as much oil to keep going.
And you know what that is called balance? So yes you can build a massive mobile base, but then you should also accept that it is going to cost you a lot of fuel instead of hitting up the gamefiles and change it so you can drive those things around without the setup drawback in survival. So yes changing the files for that is defeating the purpose of survival which is all about gathering resources and building efficient machines/contraptions to progress and help you.
I just hope that they will introduce automated oil gathering as well as automated chemical gathering, So we do not have to do it all by hand, just like we can automate water gathering and use machines to get stone/wood.

It's just the way he wants to play the game. If he wants less gas consumption because he wants to experement playing the game differently that's up to him. Not you. As long as people are having fun there's really nothing wrong with it. It's just a game
