Well usually you'll find large amounts of cotton plants in the Autumn biome areas

Cotton is indeed abundant in the autumn biome, but this is by no means obvious. I played for several days wandering miles in every direction not finding it. And, lo and behold, there was one a short distance from the mechanic's shop/base. For me, there is an ember forest (burned forest) behind the mechanic's shop, and behind that is an autumn biome. Only one I've found so far, but there's loads of cotton in it, and it respawns fairly quickly.

They are not obvious from a distance (the autumn area), but when you start to get close it's pretty obvious that all the trees are golden colored. Mine ran from high altitude all the way to the water, so I don't think geography has anything to do with it. Just a random tile.
