Whoever you play as appears to be a lost soul, doomed to witness people's insanity and/or suicide for the rest of eternity. After all, the title is "The Static Speaks My Name" and the area that you walk through would appear to be a staticy area. At least the floating orbs are staticy, that's for sure. And when you walk up to it, it displays the name of the person, both for the story you play through, and the other ones it shows at the end. The entire game has a gloomy feel to it as well, which I feel like the title captures very well. You sure wouldn't see a comedy game with a spooky title like that.
My point is, I feel like the dev was trying to put in some shock value, as well as make a point. The shock definitely comes from the main character you play as, with the certain things you find like the painter.
As for the point, I feel like he was trying to make a point about how depression is more frequent than you might think. It isn't a "phase" that teenagers go through, it's a serious illness afflicting many people of all ages. Suicide happens extremely often, and he did a fantastic job of capturing the feeling of depression by making the game give you "that feel". You can feel the character trudge through his "day" in many ways; his relatively slow walk speed (and no walk faster or sprint button), the way he abruptly gets up from the computer, and just how dark and gloomy the entire atmosphere is, despite it being a relatively normal house. He also has the bizarre obsession with the painting, which could be his idea of happiness, sitting on a peaceful little island. It's as if he WANTS to go live on that island and be away from the sadness from the world, hence why he was analyzing it so hard, and even trying to locate where it was, as you could see in the painting room. He was so desperate to reach this paradise that he kidnapped the painter in hopes of him finding it. (Some have come up with a theory that the main character kills himself because the painter had no information for it; it was just a painting. His dream paradise disappeared in that exact instant, and he had nothing left to hold onto, to hope for.) As someone with depression and anxiety, I have a sort of "dream paradise" which is extremely important to me. Any time life is rough, I think about that paradise and how I plan to make it there as soon as possible. Since I actually do plan on pursuing that paradise, I can't imagine the agony I'd feel if it was taken from me.
Now the dev wasn't trying to say people with depression are insane psychopaths who commit unforgiveable crimes and eat animals. That was added for emphasis; in media like this where the artist wants to project a point, or their opinion on a matter, it is usually a good idea to add a lot of emphasis, hence why satire is so over-the-top, and sometimes hilarious; to highlight an issue.
TL;DR
The dev wanted to give people an idea of what depression can be like; it affects everyone of all ages, it isn't just some kind of "phase". It's a serious issue that can lead to self-harm, as well as harm towards others. Shock value is added with the man in the cage and such to truly emphasize the point of how important an "ideal world" can be for someone who has nothing left to live for.
I don't think much of this is confirmed, but it's just my personal interpretation. Hope it made sense.
