When should Event Master unlock?

I feel like I've seen most of the events, but I'm unsure if I've seen all of them. I know I unlocked all the game news ones, and I watched the city watch events when they came up, but when does the last one unlock?

(FYI I just beat story mode but haven't finished every quest, so I guess I could be missing a set of events or something)

Alright I figured it out you also have to watch the short cutscenes that play before all of the solo missions.

I also recently finished Story Mode and I've watched every city watch event, both cities and game news, what do you mean by the cutscenes that play before solo missions? can it be done after beating the story?

If you've watched every city event and game news, then all you should have to do is finish all of the missions (minus the colosseum and level 99 missions), and it should unlock after the cutscene that plays before you start the last mission.
