The additional soundtrack should download automatically when you download DE, but make sure to have no games running (Steam doesn't download when you're playing). If that doesn't work, try restarting Steam :)
I don't see any additional sountrack files after having downloaded DE. Just to be sure, the additional soundtrack should download regadless of whether i purchased the original soundtrack (as it's bundled with the DE), right? Also, it's located in the steamapps/common/Ori DE/oriDE_Data folder, right?
And yep, the additional soundtrack should automatically download for everyone who owns the DE.
Yes, you need to buy the original soundtrack separately. I recommend getting it from 7Digital as that is the only legitimate store selling it in FLAC. If you don't mind MP3 you can get it from lots of places.
The original soundtrack has most of the in-game music from the original game. The additional soundtrack has the tracks from the DE, some tracks from the original game not included in the original soundtrack (they were mostly variations of other tracks), some trailer music, and unused music.
