But what you describe seems to be a bug, Afaik you always have to break the wall after your first float upwards to proceed. Not matter which difficulty mode. This is probably why the game doesn't disable the wind-stream for you.
It should work like this (see Forlon wind escape at 14:55) - avoid watching the rest, this video I recorded contains all escapes and cutscenes/outro:

You can try to load a backup save from the menu (press upwards on your saveslot) and reenter the escape phase. Maybe this time the triggers work correct. If not, I offer you try it out for myself if you upload your savefiles to a filecould and link it here.
Oh my goodness. THANK YOU! I replayed from an earlier backup save and you were absolutely right. I am very new to gaming and just assumed it was a case of PICNIC (problem in chair, not in computer).
