Ehhh what is that answer? Vsync caps the FPS to your monitors refresh rate.

Vsync does not boost fps. It only tells the graphics card to draw a frame when the monitor refreshes the display preventing it from displaying partially rendered frames (usually referred to as 'screen tearing'), so that it will always show only full frames. The side effect is, that if your monitor (or display mode) has a refresh rate of 60Hz, the graphics card will only render 60 frames per second at most since drawing more than that is useless anyway. Same applies to any refresh rate. Freesync and Gsync are variations of this as well and basically do the same thing.

As for OP's problem, in case of a laptop with switchable graphics (such as optimus), see that the game uses dedicated gpu and not an integrated one since games can sometimes default to one if they fail to detect a dedicated gpu for whatever reason. Drivers should have an option to force selection, at least for nvidia..

I had 9 fps at the main menu, after adding -force-d3d9 to the launch options it went up to 40 on the main menu and 50 fps in the gameplay.

I guess the game renders with dx11 by default so it goes much better for me on dx9.

Thank you for all the answers but I'm afraid I know very little about stuff like Vsync and gpu... I have nvidia and I've tried to change some settings for the game in the nvidia menu (I followed a guide on the internet) but it did not work.

English is not my first language so I might have some trouble describing exactly what I've been doing to try and fix the game so far but all help is appreciated!

This helped me quite a bit. I'd been having trouble with the in-game cutscenes being laggy and falling out of sync, but this fixed it. Thank you.

For those unfamiliar with launch options, right click on the game in your Steam library, click properties, click "set launch options" in the general tab, and paste the command into the text box, making sure there's a space between the new command and any existing ones.

If you're using a desktop shortcut, as with Good Old Games, right click it, click "properties," and add the command to the "target" field, making sure that it is outside of any quotation marks.
