How to redeem the promo packs?

I've clicked the promo links from here: https://crossout.net/en/news/2007/current/

But it's telling me to download the launcher despite already having the game installed via steam.

Is there a specific spot in the garage I should be looking in to claim the packs?

Gaijin homepage when claiming the packs.

It says "E-mail address is already in use"

I can see the first pack active on my gaijin account but I don't see it in-game. Is there a level requirement?

EDIT: now I have a separate steam and email account on gaijin??? What?

I'd say you better contact the support to help you with that.
All account related problems have to be adressed to them
and you won't get any help here in the steam forums.
