To quickly answer you here are the facts:
- Executioner is granted a nice passive bonus which makes it deadly when it hits the target at sensitive spot (Does more overall damage than a Fatman in fact). It is more a mid / long range weapon even if people tend to use it at close range.
- Fat man as you noticed, is more balanced. It as more structure point that allow it to be used at close range too. It can rotate at 360 degree and is easier to hide in a build than Executioner. More suited for a tank build (funny isn't it).
- As for GL, well, it is a really powerful weapons but not alot of players are using them. Why ? Because it is really hard to handle. Low structure point, high PS, 'nade are slow and it is difficult to aim. Good damage if you maintain sustained fire. Barely usable on mobile target unless you know what you're doing.
Final answer is : there is no best weapon, it all depend which way you would like to play the game. As for a first purple, if I had the choice between one of these three I would go for FATMAN because it is easier to play and require to pay less attention at your weapons.

GL I think has passive that does more damage the further you shoot it but you have to calculate for such a high firing arc that it's not really that effective. Can disable weapons which could be useful in group fights. Not sure if modules are counted as weapons since they are techncialy in their own category so drones will still rape you.
I would recommend the fat man because it has 2 more bars of damage, better accuracy, and rotating turrent which means you don't have to move out of cover. Disadvantage is that it cost 6 energy instead of 5.
If you are going to go glass cannon then feel free to go all executioner but you will have ammo issues without a ammo resource module.
