(Sorry for the clarification, but there are some people around that think everything out of that style doesn't belong to the game, which is utter bs tbh)
Now to the main point:
Yes, those are the 2 options when it comes to PVE, the first one, raids, work on a "fuel" base which refills every day so it's not really that necesary to play pvp, but you'll be limited to the ammount of raids per day you can do, these are pretty much pve missions and that's it
Now the Adventure mode... Something to keep in mind, this mode could be the main selling point of the game besides the vehicle building, but it's getting "abandoned" (confirmed by the devs) so don't expect much improvement on it, now that being said, if you are going to experiment it from 0, there's definetly some hours of fun to be had there
I won't say the mode is a open world per se, but it's indeed quite a big map, with raiders roaming around and specific spots where to start missions, and yes it has a campaign, and quite interesting to say the least, it gives quite a bit of an understanding of the game's lore ^^
For the PVP even it's not your goal, there are a couple playstyles which could be handly that don't require full capacities to play (mainly using AI weapons and so on) just in case you want to farm the fuel at some point
In Patrol you and typically about 3 or 4 players and 4 or so bots play a typical PVP style mission, but against only bots.
In Raids you and up to 3 others play a longer series of challenges against bots, usually culminating in a boss fight.
