I would however say No, it is not. Interstate never had manually aimed turrets and it was needed to drive with some kind of controler (most used Flight Joysticks back then) to be able to put those MG's over a target and control the vehicles properly. The physics in Interstate was so much better than here. You also had the ability to counter most auto-aim weapons by simply shutting of your engine and run on momentum. It also had 1st person view, a real gearbox and the ability to fire your .45. Basically, Interstate was more of a simulator while this is an arcadish actiongame.
Finally, Interstate 76 had a very unique and immersive setting with cool cars. This game .. well it's more about monstrositys than cars. Even the awfull things they drove in Mad Max Fury Road are more realistic than the things people build in this game.
However, this game has its charm, has more freedom of customization (for better and for worse) and it's free tro try, so go for it =)
