It's a dude providing some perks to your vehicle and weapons which can be levelled-up.
5 codrivers in the game, 1 from each faction, you can switch them at any time.

In garage click wheel icon at the bottom. Each 5th perk is a paid one and you won't be able to get free ones after that before you pay, but you can still earn codriver XP.
