I always start with Naval Factories only no matter what I do

So I can't play in Galactic War because no matter what tech I have or loadout I am forced to be stuck with naval factories and can't build any fabbers or attack units despite having other tech trees like Land Tech.

Edit: I can't even play AI Skirmish because the only damn factory is NAVAL

I just figured it out there was a client side mod that was causing the issue
